Writer and producer Mahmood Jamal resets Shakespeare's Measure For Measure to Muslim Lahore, remaining faithful to the lyricism of the original text accompanied by a musical score combining Pakistani and British influences. The Governor of Lahore (Sajid Hasan) promotes his younger, puritanical deputy Qazi Ahad (Sunil Shankar), who believes that harsh punishments must be meted out to those who bring shame on the city. One young man is sentenced to death after he is accused of getting his fiancee pregnant by her indignant parents. The accused's sister Sameena (Sanam Saeed) pleads mercy and the Qazi Ahad suggests that the sentence could be commuted in exchange for sexual favours. Sameena joins forces with the Governor to expose Qazi Ahad's hypocrisy and save her sibling.
