Jeffrey Hubert (Bruce Willis) is president of a powerful bank based in Cincinnati, which becomes the victim of a series of brutal robberies at disparate branches. Staff and customers are terrorised, resulting in senseless fatalities, and FBI Agent Jonathan Montgomery (Christopher Meloni) is put in charge of the high-profile investigation. His team includes hulking Agent Stockwell (Dave Bautista) and rookie Wells (Adrian Grenier), who is desperate to impress during this major assignment. Montgomery risks everything to unmask the perpetrators, driven by painful memories of his wife, a fellow agent, who was killed in the line of duty during an undercover sting. The trail of evidence seems to implicate local police detective Wells (Johnathon Schaech), who reeks of corruption. However, not everything is quite what it first appears, and the case slowly reopens old wounds.
